Following its independence, a broad consensus on political reforms existed in Slovenia. This consensus has begun to evaporate. In December 1992, an LDP-LED COALITION GOVERNMENT WAS ELECTED, HEADED BY JANEZ DRNOVSEK. HIS ABILITY TO TRANSFORM SLOVENIA INTO A FULL MARKET ECONOMY IS BEING QUESTIONED. A MAJOR WEAKNESS IS HIS GOVERNMENT'S DEPENDENCE ON THE SUPPORT OF THE LARGELY EX-COMMUNIST AL. THE AL IS USING ITS INFLUENCE TO PROMOTE SOCIAL POLICIES WITH POPULAR APPEAL THAT RUN CONTRARY TO DRNOVSEK'S PROPOSED REFORMS. DIFFERENCES HAVE ALSO EMERGED AMONG THE COALITION PARTNERS OVER THE PACE AND IMPACT OF MARKET REFORMS.THE RESULT IS THAT ECONOMIC
AND INSTITUTIONAL CHANGE IN SLOVENIA IS PROCEEDING SLOWLY.
